Rachel Ingham is currently the Deputy Director of Utilities & Infrastructure - Water Resources. They have served as the Engineering Manager for the Town of Holly Springs from 2022 to 2025 and previously held positions as a Civil Engineer I at the City of Durham from 2014 to 2019 and as a Research Assistant at North Carolina State University from 2012 to 2014. Rachel received a Bachelor of Science in Agricultural & Biological Engineering from Cornell University and a Master of Science in Civil Engineering from North Carolina State University. They also held roles as an Engineering Assistant and in laboratory positions in the past.
