Kermit D. Howard is an Assistant Director in Human Capital Operations at the Federal Protective Service within the Department of Homeland Security. They previously served as a Human Capital Officer at OPM from 2005 to 2011 and as Director of Strategic Human Capital Planning and Accountability from 2011 to 2022. Currently, Kermit is also the Chief of the Human Resources Operations Branch at the U.S. Nuclear Regulatory Commission. They hold a Master's degree in Organizational Leadership and Human Development and an M.B.A. from The George Washington University.
