Hon. Stephen Houlahan, RN, MSN, MBA, CCS, CCDS, is a data analytics expert and specialist in Medicare and Medicaid. With 25 years of experience as a Registered Nurse, they currently serve as the System Senior Clinical Documentation Specialist for Sharp Health Care in San Diego County. Prior to this role, they made significant contributions as a clinical supervisor/assistant manager in the Surgical Intensive Care Unit at Sharp Memorial Hospital. Additionally, Houlahan has held positions as a Santee City Council member and Vice Mayor, and was a congressional nominee in both 2022 and 2024. They have also educated future nurses as an Associate Professor at the University of San Diego.
