Glenn Shephard is an experienced leader in water, infrastructure, and environmental management. They served as the Director of Watershed Protection at the Ventura County Public Works Agency from 2016 to 2024, overseeing flood protection, stormwater management, and groundwater programs. Glenn's career includes various roles in the U.S. Navy and significant positions in logistics and engineering, including Commanding Officer at NAVFAC Marianas and Deputy Executive Assistant to the Chief of Navy Operations. Currently, they hold the position of Water and Wastewater Manager at Lawrence Livermore National Laboratory. Glenn earned a BSCE in Construction and Transportation from San José State University, an MSCE in Construction Management from the University of Florida, and completed an Executive Program at Stanford University.
