Joanne Chlela is an Education and Early Childhood Development specialist with over 10 years of experience driving impactful programs throughout the Middle East. Currently serving as the Senior Technical Manager at IRC, Joanne leads evidence-based EECD program design, scaling, and partnerships in Lebanon, aligning efforts with national priorities and community needs. Joanne's expertise includes program strategy, curriculum development, capacity building, and mixed-methods research and evaluation. They have collaborated with organizations such as UNICEF and War Child Holland, fostering strong partnerships with ministries and donors to influence education systems. Joanne holds an MA in Teaching English Language and a BA in Education & Training, along with a Diploma in Non-Profit Management.
