Matthew Phelps is currently the Deputy Chief Information Security Officer (CISO) at the Illinois Secretary of State, a position held since 2025. Previously, from 2021 to 2024, they served as the Security Operations Manager at the Illinois Department of Innovation & Technology (DoIT). They have also worked as a Cybersecurity Advisor for the Cybersecurity and Infrastructure Security Agency from 2024 to 2025 and held roles including System and Network Manager in the Air National Guard from 2006 to 2015. Earlier in their career, Matthew served as a Windows & Unix System Administrator in the United States Air Force from 1999 to 2004 and worked as an Information Security Analyst at Caterpillar Inc. from 2015 to 2016.
