Juan Muñoz-Torres is the Director of External Affairs for the FEMA Caribbean Area Division in Puerto Rico, demonstrating strong expertise in homeland security and program management. Previously, they served as a Public Affairs Officer at U.S. Customs and Border Protection, where they specialized in media relations and communications strategies. Prior to that, as a Management and Program Analyst for the U.S. Department of Justice, they developed long-range strategies and conducted critical evaluations of programs. Juan holds dual Bachelor's degrees in Government and Politics, and Spanish Language and Literature from the University of Maryland College Park.
