Cathy Bliven has extensive experience in IT Business Management, specializing as a project manager, Scrum Master, trainer, business analyst, and quality assurance professional since joining the City of Tucson in November 2017. With a diverse background in healthcare, finance, telecom, manufacturing, and government sectors, Cathy has successfully led initiatives in software implementation, testing, and process improvement.
