Justin Carroll, PE, is the Deputy Director of the Charlotte Department of Transportation (CDOT) and has served as the Engineering Director for Transportation at STV Incorporated, where they provided traffic engineering solutions to both public and private clients. They have held key roles, including Traffic Engineering Operations Manager and Town Transportation Engineer, and have been a licensed Professional Engineer in North Carolina since 2004. Justin earned both a Bachelor's and a Master's degree in Civil Engineering from the University of North Carolina at Charlotte and has been actively involved as the Finance Committee Chair for the North Carolina Institute of Transportation Engineers (NCSITE) since 2013.
